EuroChem Minerals and Chemicals Company plans to invest 2.5 billion roubles in phosphorus extraction and fertilizer production in Kazakhstan by 2015. In October 2008, an ambitious EuroChem project to construct one mineral processing and three fertilizer plants was approved by Kazakhstan’s president, Nursultan Nazarbaev.
Three facilities will be constructed on the old Sary-Tas site, where production facilities have been idle for over fifteen years. This includes a 1 million ton annual capacity phosphorus fertilizer plant, a 0.8 million ton nitrogenous fertilizer plant, and a 0.5 million ton NPK-compounds plant. Raw materials for these facilities will be provided from the Karatau phosphate minefield, where EuroChem plans to construct a mineral processing plant. The company will supply fertilizers to markets in Kazakhstan, Ukraine, Belarus and Russia.
EuroChem has registered its affiliate EuroChem-Udobreniya and acquired the government’s stake in Sary-Tas. A lien from the 15-year idle period has been fully cleared, officers and workers at the stand-by plant have begun to draw salaries, and the HR department is actively recruiting candidates to meet future production, mine design, and mine construction.
As a result, the projected shortage of domestic Kazakh fertilizer supply will be solved by 2015. In addition, 2 million tons of mineral fertilizers will be supplied each year to agricultural enterprises in Russia, Belarus, and Ukraine.
In June 2009, at the Russian National Exhibition in Astana, EuroChem presented a comprehensive plan for developing the Karatau phosphate basin. Mr. Viktor Khristenko, Russia’s Minister of Trade and Industry, and Sauat Mynbaev, Kazakhstan’s Minister of Energy and Mineral Resources, approved and supported EuroChem’s project in Kazakhstan, saying its implementation would cement relations between the two countries as part of the economic integration of Russia, Kazakhstan and Belarus, and would facilitate multi-faceted development of Kazakhstan’s economy.
The EuroChem investments in Kazakhstan will also create about four thousand new jobs, generate considerable tax revenue, and solve certain socioeconomic problems in Karatau and Zhatanas in the Zhambyl Region.
